From 2013-2023 the Vancouver Police Department (VPD) prepared Enterprise License Agreement (ELA) Annual Deployment reports. From the VPD’s 2022-2023 report we learned that they have 5 “Advanced GIS Professionals”, 9 “Standard GIS Professionals”, and 10 “Web GIS” users.
These reports also include lists of Esri licenses and products and the police units that use them. ArcGIS 3D Analyst is an extension for ArcGIS Pro that improves GIS capabilities with three dimensional (3D) data creation, editing, and analysis. Here is a look at the number of users across several VPD units that are using ArcGIS 3D Analyst from 2013-2023.

Annual License Deployment reporting like this provides Esri with “numbers to maintain visibility and control of deployed licenses, determine chargebacks or showbacks, and to set go forward options towards the end of the ELA term”. Esri asks customers like the VPD to report license quantities by product, the departments that use products, and if affiliates, consultants, business partners or contactors use products.

These reports are useful to us because they provide insight into the kinds of the police units that are using Esri products, and the types of products they are using.
